Yes school “accountability scores” reflect racial demography more than anything—because the insistence upon siphoning off public revenue to exclusionary, privately-managed education entities developed after desegregation of public services. These dynamics have been used by the governing elite to justify vast cuts to public services ever since.
This is the point that Josh Cowen makes in his excellent book on education The Privateers… the purveyors of the exclusionary education movement escape attacks by strategically funnelling money into Black business & religious leaders who can open their own exclusionary schools as well. It's a real problem.
But it's also why any political movement needs to be rooted in class, otherwise you're far too vulnerable to having the leaders of your affinity-based community group sell you out to maintain their social position.
