You’ll get a good sense of the idealistic bureaucrats of the 1920s who wrestled with the “nationality” issue, with pre-rule Stalin in charge of the department, if I remember correctly.
You know I think I might have leafed through it at some point. Will take a look. I also linked to a great interview on the Kazakh famine, too. It's a sad story of industrial utopianism and unintended consequences.
